I have a macbook pro 2018 and have updated to the latest OS. I keep on hearing "dictation has new window" when navigating through the menus. It comes and goes, interrupting the actual menu items. Is there a setting that I need to change to keep from hearing this announcement?

Voice Control
This is a known bug that seems to occur when Voice Control is enabled. In our experience, disabling it should make the announcement go away.

I turned off the voice control. The dictation announcement has greatly reduced but not gone away totally.

No I have not.
I wanted to see if it was something for me alone or if it was a bug in the operating system.
It does not occur very often just occasionally when I jump into email for example. Or Safari. After I am in the application I don’t hear it at all.
