Apple has today released iOS 13.1.3, iPadOS 13.1.3, and a supplemental update for macOS Catalina.
According to Apple's release notes, via MacRumors, the iOS and iPadOS updates include various bug fixes. See below for details:
iOS 13.1.3:
- Addresses an issue that could prevent a device from ringing or vibrating for an incoming call
- Fixes an issue that may prevent opening a meeting invite in Mail
- Resolves an issue where data in the Health app may not display correctly after daylight savings time adjusts
- Fixes an issue where Voice Memos recordings may not download after restoring from iCloud Backup
- Addresses an issue where apps might fail to download when restoring from ‌iCloud‌ Backup
- Fixes an issue that can prevent Apple Watch from pairing successfully
- Resolves an issue where notifications may not be received on ‌Apple Watch‌
- Fixes an issue where Bluetooth may disconnect on certain vehicles
- Improves connection reliability of Bluetooth hearing aids and headsets
- Addresses launch performance for apps that use Game Center
iPadOS‌ 13.1.3:
- Fixes an issue that may prevent opening a meeting invite in Mail
- Fixes an issue where Voice Memos recordings may not download after restoring from ‌iCloud‌ Backup
- Addresses an issue where apps might fail to download when restoring from ‌iCloud‌ Backup
- Improves connection reliability of Bluetooth hearing aids and headsets
- Addresses launch performance for apps that use Game Center
According to the release notes via MacWorld, the macOS Catalina supplemental update includes the following fixes:
- Improves installation reliability of macOS Catalina on Macs with low disk space
- Fixes an issue that prevented Setup Assistant from completing during some installations
- Resolves an issue that prevents accepting iCloud Terms and Conditions when multiple iCloud accounts are logged in
- Improves the reliability of saving Game Center data when playing Apple Arcade games offline
With these updates coming so soon after iOS 13.1.2, iPadOS 13.1.2, and the first macOS Catalina release, it is likely that these are minor releases focusing on the above fixes.

iOS 13.1.3 and iPadOS 13.1.3 are available via Over-the-Air Update (Settings > General > Software Update) or via iTunes on a Mac or PC.
Before updating, we strongly recommend making a full and complete backup of your device (either in iTunes or iCloud, depending on personal preference). This will ensure that, in the unlikely event that something goes wrong during the update process, you will have a current backup on hand in case a device restore becomes necessary. Also, if using OTA update, we recommend plugging your device into a power source for the duration of the download/installation process, so as to prevent the unlikely event of your battery going dead during the update.

To install macOS Catalina Supplemental Update, choose System Preferences from the Apple menu, then click the Software Update preference pane to check for updates. If any updates are available, click the Update Now button to install them. You can also get to Software Update via Apple menu > About This Mac, then click on the Software Update button in the Overview section.

Bit of early morning pedantry here - surely if, say, i begin to update when my battery is at, say, 5% it's highly likely my battery will go dead during the update? That's just a quibble, however. I've just updated and really, really hope the watch notifications thing is fixed. there have been definite issues since updating. I'm also pleased to see that the issue preventing the device from vibrating or ringing has gone. I experienced this the other day, and although a restart resolved it I'm glad I'm not alone.
Male focus jumping around has been fixed
The problem where the oh focus jumps around has been fix in the Mail application The problem where if you’re used to languages sometimes VO speaks both languages in the same sentence has not been fixed
VO interrupted by "Application Dialogue" message
Since i updated to Catalina I am finding that VO gets interrupted by the words "Application Dialogue" and then stops reading whatever it was busy with. Whilst doing so, the focus area jumps to somewhere near the bottom left of the screen. I use Zoom and VO together. Has anyone else experienced this as I reported it to Apple and they have tried to find my issue, but say they can't recreate it. I also find, with VO and zoom on, that when i use the trackpad to open a dropdown list, often the focus jumps away from the dropdown and the dropdown does open. Repeat a couple of times and it works.
VO jumping around mail app has not been fixed
I’m sorry to report that the VO bag that focus shifts around in the mail app has not been fixed. It’s a beer fixed when I tried couple of hours ago but now I got again the wrong with you here. Behavior

Which device and or which operating system do you mean? Please allways give that information. Vo jumping around in mail app in iPhone or iPad or what?
