Questions about the new VO customisations

I've just installed iOS 13.1 on my iPhone and iPad. I'm enjoying the new features, but I have a couple of questions about the new VoiceOver settings. I might be able to figure these out eventually, but I wanted to put them to the community in case anyone had found the answers before me.

1. I was under the impression you could assign shortcuts created in the shorTcuts app to VoiceOver gestures and keyboard commands, but I can't find the option to do that. When I go to assign a gesture to a command, there's the list of available VO commands but no option to assign it to any of my shortcuts. Is this me missing something obvious, or did I misunderstand what I heard about this feature, or is that coming in 13.2?
2. Is there a way to have VO settings sync across all of your devices? If I change a VO gesture on my iPhone I'd like the same change to be made on my iPad, but unless I'm missing something it seems they have to be done separately. (My iPhone and iPad are on the same iCloud account, on the same wi-fi network and right next to each other, so if it should be happening automatically it isn't). I was also hoping to sync my custom punctuation groups and that didn't happen either. I did notice the option to share a file Containing the custom punctuation group settings, but I tried sharing the file using airdrop, and couldn't open the file, and importing it through the punctuation settings didn't work either. I want to spend some time customising VO, but I'd rather not have to do it twice. So any ideas on how to get it to sync?

To assign a gesture to a siri shortcut, go to commands and then all commands, and siri shortcut is at the very bottom

Thanks Paige, I thought I might have been missing something obvious like that. At least I know where it is now. I missed it because it’s mostly categorised by what you can assign the command to, so I assumed every you could assign to a touch gesture would be in touch gesture, and everything you could assign to keyboard commands would be in keyboard commands. It didn’t occur to me that shortcuts might be in a separate place.

These same problems have been driving me absolutely crazy. i wonder why they made an export and import option for custom punctuation files if they don't actually work. It's also very tiresome to redo a ton of voiceover customizations on different devices. It's especially annoying for my braille display since I made a lot of changes. I guess I should just be happy that the customization is possible. at least one mystery is solved. I failed to find the way to attach a Siri shortcut to a voice over command until reading Paige's directions. Thank you Paige.
