Lock screen and statusbar plus

Hi All,
Does anyone know if while on the lock screen in iOS 13 by swiping right it goes onto the status bar. Is this meant to happen? Also on a 2nd query since upgrading if a notification arrives a couple of seconds later if you haven't checked out the notification VO now announces the time. This happens everytime I get a new notification.

Sorry meant to add that sometimes instead of stating the number of notifications now VO just announces the time. You still get a tone if one is available. iOS 13 iPhone 8.

Only one time I got the time when I got a news alert. Regarding status, When my phone is lock and I slike right I heard the time, day, and if I listening to a book title, track and so and volume and if I keep sliding I get wifi, battery level.
