In this quick tutorial, I will teach you two different ways to double tap. Then, I'll switch to braille display style and teach you how to double tap from there, and then I will switch to bluetooth keyboard style where you will learn to double tap using your bluetooth keyboard.
Let's get started!
There are two ways to double tap on an item using VoiceOver:
1. Double tapping with one finger.
2. Holding one finger on the screen and tapping with the other.
These will both activate such things that need to be double tapped.
Bluetooth Keyboard: To double tap using your bluetooth keyboard, press Control+Option and hit Space while those keys are held down. Do not put the plus down, as that plus was only to let you recognize what keys to press. If you have your Modifier Keys set to Capslock, instead of pressing Control with Option and then Space, hold down Capslock and press Space. If you have Modifier Keys Locked by pressing Control+Option and then semicolon, or Capslock with semicolon, all you will have to do is tap the Space key to double tap.
Refreshable Braille Display: To double tap using your refreshabraille, press Space with dots 3 6. You may also use one of the cursor routing buttons to double tap. You can even use your Refreshabraille's joystick to double tap.

With regard to Bluetooth keyboards, when quicknav is enabled, you can press the up and down arrow keys together. The only exception to this is with the Apple Smart Keyboard case for the iPad Pro, where you must press up, right, and left arrows together. It's also possible that the Control and options keys are not turned on as the VoiceOver keys. If that is the case, you may need to press the caps lock key and space to do the double tap equivalent.
Finally, with a braille display, you can press a cursor routing button located above or below the braille display. While a very select few displays do not have cursor routing buttons, most of them now do. Note that this is true of not only the Refreshabraille, but most other braille displays that are compatible with iOS devices.
