Hello all,
Legally blind user, new to iOS. I love the dynamic type of Notes on iOS. However, when going to icloud(dot)com, and using Notes on a Windows 10 PC, the background is an extremely jarring bright white. I've tried on both Edge & Chrome browsers.
Is there a way to create/edit, etc. Notes on a PC without this blindingly white background?

Dark Mode
You can invert the display on iOS to dark mode with light text on a dark background under Settings>Display.
On PC, depending on the browser, you should be able to force a default CSS file for a less bright background. Here is and example for Firefox:
Tools > Options > Content : Fonts & Colors > Colors

Firefox was a no-go. Tried both using system colors as well as forcing my color choices - always. icloud.com still is blindingly white. Guess I'll just have to keep using Google Keep, which is awful to use on the iPhone.
Maybe Evernote?
I'm wondering if Evernote would work? I'm not sure of its accessibility but my understanding is it will sync between iOS and PC.
