The voice memos recorded on the Apple Watch can be found in the voice memos app on iPhone when you head over to the folders and select the watch memos there. Maybe it is required to turn on iCloud for voice memos. Have you enabled that? If not, go to settings > Your Name > iCloud and make sure that voice memos is enabled.
