Linking comments in replies

I'm apologizing in advance for where I'm posting this.
None of the forums (including this one) seemed appropriate but I wanted to pick the closest thing.
How does one reply directly to a post or reference a comment?
I see these "in reply to" plus a link and am wondering how to do this.
Is it just markdown or can you post the link to a comment or post?
I hope this makes sense.
