WCAG was written to be platform agnostic as much as possible, so yes. I work for one of the big consulting companies in the US and we'll measure all sorts of things against the WCAG success criteria including web, mobile apps, kiosks, desktop apps, and different document types when we're doing assessments.

Yes, they absolutely do cover both websites and apps. More is being added in 2.2 to address more mobile use as well I believe.
