If you mean toggling between function keys and their mappings to stuff like brightness, you simply hold down the fn key as usual. If you mean making it accessible with NVDA, it's not possible. The touchbar is handled by the keyboard itself. Windows just sees an ordinary keyboard.

Hi.
If you are using VmWare Fusion and a virtual machine, you can use the f keys on the touchbar by letting Voiceover read the keys as you navigate the touchbar. You can set it up so it shows the f keys as default when focusing on the VmWare Fusion application.
If you wanna use Bootcamp, then I think you are out of luck.
I'm using an external keyboard most of the time, but I'm using the touchbar when I'm on the go.

Hello from my experience as a college student who has to use both MacOS and Windows10 the TouchBar is seen by Windows ScreenREaders as an additional touchScreen this means for those who want to install JFW Jaws will read the function keys on the TouchBar provided you don't hold each function key down individually otherwise if you do Jaws will repeat the key combination that the user is holding down that in an of it'self i is a headache the only way you'd luck out is by pressing the function keys in order to perform a jaws command.
otherwise if Jaws gets stuck repeating what ever the last F key combonation the user pressed your best case scenario would be to restart Jaws.

Hi
I run Windows with VMware fusion, and remapped my fn-key to trigger function keys when held down with the numbers, including 0, plus and dash key using Karabiner Elements.
It works pretty well
