VoiceOver activities bug or not even possible ?

Hi everyone

First of all I want to say that I'm new to mac although I have it for more then 3 years :-) Also sorry on my english

What I am trying to achieve is following.
I would like to create a Voice Over activity that will change the Voice Over language based on the app or website.

For example I have activity named english apps and I set it up to activate on System Preferences, Shortcuts and some other apps.
Only settings I have enabled is Voices in activity settings.
I set voice english and voice alex but It doesn't work.

When I open System Preferences it still speaks on Czech - Suzana voice.
When I'm in a system preferences I click VO_X to see all activities and it say's english apps current.
So activity is being used but voice is not changed.

Now I will specify my setting for stuff I think can cause or in any way affect desired behavior.
I have latest version of macOS Monterey on macBook Pro 2018, 15 inch version with touchbar.

In system preferences - language and region - general tab - preferd languages table i have set
english as primary and croatian.

In system preferences - keyboard - input sources tab i have set
enabled input sources table croatian pc only (I need croatian letters :))

In system preferences - accessibility - spoken content - system voice set to alex.
All other options under spoken content are not checked/ not selected.

In system preferences - accessibility - voice over - speach - voices tab - customized language list i have following
Default - english - voice alex and below that
language specific configuration - czech and suzana voice

I also need to mention that i removed all voices so when I click
VO_shift_command_up arrow I only have english alex and czech suzana.
Just to make things more simple.

Are I am doing something wrong ?
Is my desired behavior even possible with voice over ?

Can anyone please help me with step by step instructions.
