voice problem on Ventura

Hello friends. I'm using the latest ventura. I can't change the voice. I choose Alex, but it didn't change. I tried Eloquence, but again the voice do not change. the default is Samantha

I hate this version of macOS with a passion.
sadly I'm forced to use it.

I don't have those issues.
1st make sure that voice has downloaded
2nd do the combination keystroke
command, option, control, shift + left or right arrows
press and hold command, option, control, shift
then hit right arrow until find Language
3rd keep holding command, option, control, shift
now hit down arrow
when you are able to listen your language hit right arrow and will see the list available voices using down arrow
pick your favorite voice and realize the fingers.

First take a look at
Spoken Content
go to: system settings// accessibility// Spoken Content
there some settings that you can change in order to see if this fix multiple voices talking at the same time
Another possibility is at:
voiceOver Utilities
oPen VoiceOver utilities// speech// voices
click on edit and take a look under
Voice settings for default system language: always pick the default voice and click in Okay to save the changes
