Unable to activate dictation in macOS Catalina

Hi everybody,
I'm trying to activate dictation in my computer that has macOS Catalina installed on it and when in system preferences I choose Accessibility and Voice Control and I enter my password and check the appropriate option after some seconds it's unchecked again.
Could anybody tell me why it happens again and again?

Dictation is the feature that allows you to speak text as opposed to typing it, whereas voice control allows you to control the computer entirely using your voice. Personally, I haven't found voice control to be very helpful to me as a VoiceOver user.

If you want to enable dictation, go to System Preferences > Keyboard, select the, "Dictation," tab, and click the, "on," radio button.

Once dictation has been enabled on your Mac and you've passed the dialogue box with the privacy policy and such, you can activate dictation when focused on a text field by double-pressing the function key to start dictation and single-pressing the function key to end dictation. Hope this makes things easier. :)
