Rewind and Forward in Quick Time and Quick Look

In previous MacOS's, I was able to rewind and forward my audio files by placing the cursor on the percentage of the total playing time and using the rotor to navigate to adjust then using the up and down arrows to rewind and forward. In Sierra it is not possible, instead of adjusting the values I just jump to the top or the bottom of the window, I restored all settings of VO, reinstall Sierra, restarted VO and Mac, nothing worked for me.
Any Idea?
