Hello. I've been having this issue with Voiceover where when using the VO keys and the arrow keys to navigate, it automatically switches me to the dashboard where all the widgets are. Can someone please help? Has anyone else been having the same issue? I have contacted Apple about this. I've also restarted Voiceover and my computer as well.

Mission Control Preferences
The only thing I can think of is that there's some kind of conflict between Voiceover and the hotkey used to activate Dashboard. To change this setting, open System Preferences > Mission Control and make sure the, "Dashboard, " popup menu, the second instance of it in the window, is not set to keys you use for Voiceover navigation. Personally, as I don't use Dashboard, I keep it turned off, with Voiceover reading the menu option as, "Dash."
