Hey,
So I randomly discovered that for those who are having issues with the notification centre in other than standard grouping behaviour on the latest version of Sequoia, you can use your trackpad if you have one to drag your finger (don't swipe) to the desired notification if it's une reach and then invoke the action menu as usual. If you accidentally swipe VO in other than standard will again break the interaction layer or whatever the mess behind the scene so you couldn't access the action menu to dismiss and etc. My previous workaround when I really needed that and was lazy enough to do so was to switch to another activity where I have grouping behaviour set to standard in the notification centre. This one is slightly quicker.
I have a new respect for the trackpad since it enables me to use obs for screen recording and probably much more.
I know that some don't experience this bug at all. I kid you not, I don't know what happened but for 3 minutes I was in pages and then each time I'd switch to nc from everywhere on my mac it would work as it was doing in 15.1 or so, no bug, action menu visible, notification interactable to see the time and etc. Then I restarted VO and it was gone probably forever and I've been unable to reproduce it since.
