Mac support for blind students - request for info

I need some help with VoiceOver for a blind student if anyone can.
I managed to set voiceover to be active on the login screen and this worked well as long as you only log off or let the mac sleep, however as soon as you shutdown, then restart, the login screen returns to normal, without voice over! This is really annoying as my student needs to be able to login indepentantly from shut down as well as sleep state, can anyone help please?

  1. launch system prefs
  2. go to users and groups
  3. unlock the prefs
  4. go to the final option in the users and groups table.
  5. Stop interacting and check user voice over at the log on screen.

Yes, that is what I did, but once shut down, it changed again, was ok if I just stayed in sleep mode or logged off though. I'm running the newest OS, must be doing something wrong.

Is filevault turned on? If it is, they must press command f5 when the computer boots and follow sound prompts to log in. To turn this off, open system preferences>security and privacy>filevault.

Yes, it is, but we want to leave it on! I'll try this, thank you! Hope it works, only problem he may have is locating the right keys at startup. I may suggest he leaves it off until he is more family to the keyboard layout. He is recently become blind and is a new mac user, any links for the best guides would be really helpful.

Oh it's there. and that's odd that it did not work as I'm not having any issues. Try a permissions repair. and access the hear link. it does work as a hyper link on my end. They did not remove it.
