Focus jumps to the top when trying to navigate through text

Hi all,

Maybe this is a bug in VoiceOver.

When I interact with text through VO+ Shift Down and try to navigate by character or word, it's like VoiceOver focus tends to jump to the top and navigate whatever that element is.

Very frustrating. Is there a fix?
