Can't move apps in iOS, can I do it in iTunes?

I am fed up with this apps in the bottom row not moving bug. I am going through my iOS devices deleting apps that do not work with VO and ones that I do not need and trying to replace apps that do not work with VO with apps that do work with VO. I am also deleting some apps if I have more then 1 app that does the same thing. I have about 300 apps and want to try to get it down to 100. I am also trying to organize apps into folders as I go. This bug is getting in the way. Is there an accessible way to move icons around on the home screen from within iTunes on Mac or windows? I have both. If there is a way, how? Thank you.

Unless something changed, there is no accessible way to rearrange apps within iTunes. A sighted user can do it, but it cannot be done with a screen reader.
