Audio Ducking in selective apps

I know there are so many cool things you can do with Voiceover, and so I hope there is a way I can do what I want here. Most of the time, I want audio ducking enabled, so the sound of whatever I'm listening to will lower so I can hear VoiceOver, but there are times when I do not want this, because of the way a certain program works. Is there a way to set up an activity or something like that, where when a certain app is open, audio ducking is turned off, and turns back on when said app is closed? I don't want it to depend on whether or not focus is inside the program or not, but rather whether or not said program is open at all.
