Assigning photos to contacts using Voiceover

Hello,
I am running the latest iOS10.1, and have noticed that I cannot assign photos to contacts using Voiceover. I have tried from the contacts app, photo app, and phone app. When I try to assign a photo to a specific contact, it seems to close the app, and put me back on the home screen. Is anyone else having this issue? I am using the iPhone 6S, and have reported this issue.
