Are VoiceOver sounds all or nothing on Mac?

Hi all,
In VoiceOver utility, if you go to Sounds, there is an option to mute VoiceOver sounds.
This removes the click sound as you move from item to item, which I think I might like. However you also lose all other sounds, for example:
If you have selected the option to play a tone when you encounter a link, this no longer works.
You don't get the bubble sound when there's a spelling error.
You don't get the boundary sound.
Is there a way to customise this, so you get the sounds you want, and remove only the ones you don't? I can't see such an option in VoiceOver Utility.

Wouldn't it be great if we could also move menu items around, just like we move rotor items, or like we move apps around on our home screen? I would absolutely love to move my most often used menu items to the top. smile.

As far as I know, you can only disable/enable individual sounds in iOS and possibly iPadOS. I've been wanting this on macOS since forever.
Regarding menu items, I am assuming you mean the system menu aka menu extras? These can (in theory) be re-ordered by a sighted user. It requires holding down a key, Control I believe, while dragging with your mouse/trackpad.
And no, Trackpad Commander will not help here.
