So each time I start my Mac I receive a message before the log in screen which says installer no window. I wait for five seconds then I am on the log in window. Sometimes the log in window is announced but no items are shown like the field where I can input my password. I need to click the touch pad to activate the edit field. Any idea how to solve this?

It's unfortunetly been that way for a while
As a totally blind person I just enter my password, however I've accidently sent my password to a group once. Sometimes I can toggle voice over off and on again and then enter it, sometimes I can tab away from the password field, and then suddenly Voiceover speech is working when I turn it on. I hope they fix it this year. It's one of the worst longterm bugs on MacOS for me.

When I run accross this bug, just do a mouse click, vo shift space, that'll put you on the textfields, but yeah... this bug is one of the most annoying ones in mac, along with the, application has added login items in the background, bug.

Not encountering the bug
When I reboot mine, it goes straight to the password dialogue, VoiceOver announces it, and I can enter my password.
It's an Apple Silicon Mac (14-inch MacBook Pro) with File Vault enabled, although I don't recall any problems prior to enabling File vAult. I don't know what the crucial difference is between my system and those encountering the bug.

Now that I think about it, file vault solves this, as you bypass the login window, so to speak. Before enabling file vault, I used to encounter this bug, granted not often but it happened every now and then but after enabling file vault... nothing.
This Annoying Bug

Well I was using a 2012 mini but decided I'd replace it with a nice new M2 mini. So was shocked to experience this bug. I will try the mouse click work around. I also don't think I can avoid the Ventura log on screen. On the old mini running Catalina I didn't use the log on screen. I live alone and don't use a monitor. So who is going to come in and use my mini? I also note that I can't use my watch as I use a hard wired ethernet connection, so can't use my watch to unlock my mini either. The walled garden can be annoying at times.
I will have to read up upon encrypting the disk. I'm not really a paranoid person. Surely, I am more vulnerable by websites etc that I click on and the apps I install. I think Apple are being over zealous.
