I noticed every time I power up the mac for since the latest update, I get a notification that says something like "google updater was prevented from updating apps on your mac." I'm not really sure what this means or if it's a weird bug. Is anyone else experiencing this?

Login Items & Extensions Settings
I don't currently have any Google apps on my Mac, but I know Google Updater is a helper tool that requires permission to run in the background. Have you checked that it's toggle in System Settings > General > Login Items & Extensions is on? Depending on how the tool is coded, there may be multiple toggles, one in the list of login items, and another under the "App Background Activity" heading, both of which should be on for best results.

privacy & Security Settings
Another thing to check is that Google Updater has the permissions it needs in System Settings > Privacy & Security. Again, I'm not sure exactly what it needs, but you may want to check the "app management" category, as the tool must be able to update Google apps. Just be careful if you see it listed in unexpected categories, as you may wish to perform additional research to determine whether or not to allow them.
Another thing to check is that there are no permission requests, either in the Notifications menu (accessed by pressing VO-N), the Application Chooser (accessed by pressing VO-F1), or the Window Chooser (accessed by pressing VO-F2).

Try to Dismiss the Notification
Press VO+N then return on the notification you get if you can find it, then use left arrow to move to the Close button then VO+Space. Hope this solves your issue.
