VoiceOver's lift subject rotor action in photos

Hi all,
Is there a way to make the VoiceOver's lift subject rotor action appear for all photos in iOS 16, specifically iOS 16.2?
I noticed that this rotor action only appears for certain photos, but not all photos in my Photos app.
