VoiceOver voices when volume is at 1 percent

Hello there. For a while now I have noticed that if I turn the VoiceOver voice down to 1 percent, some voices will go silent and others will still speak, but very quietly. For instance, if I have the VoiceOver volume at 1 and I use Samantha, the speech is muted. But if I'm using Alex and it's at volume 1, I can still hear him at the quietest level. Why is this happening and how can I recover speech, rather than trying to go into VoiceOver settings without knowing where I'm at? Thanks.

The easiest way would be to ask siri to adjust the volume for you.

Of course, you can always use the volume buttons on the side of the phone.

I use Fred, so I can hear him at 1%, not that I use the volume at that level, I tend to keep mine around the 50% mark.

Speaking of Siri, I think the only volume it can't adjust is the volume for the ring tone, it only does media and siri volumes.

Using Siri will not help, because it will reduce or increase the volume of the device.
There is also a problem in the Polish synthesizer that reducing the volume on the rotor below 5% silences speech.
Apple probably broke it in iOS 10 and despite continuous reports it can not fix it.
