Ever since getting my iPhone 16 Pro and transferring everything over from my old SE 3, VoiceOver has stopped speaking when in a phone call, won't speak when focusing on incoming call info, and won't even speak when focusing on all of the buttons in the power screen after squeezing the power button and volume up buttons together.
I've tried restarting, changing voices, using screen recognition, but nothing is working. The rotor still speaks when in a call which is really frustrating. The kicker is that I'm not having this issue at all on my work iPhone 13 Pro using iOS 18.0.1, and my wife also has a 16 Pro, and isn't experiencing the same thing when we have VoiceOver turned on with her phone.
Has anyone experienced something similar? Any potential ideas before I try fully restoring my phone?

Try Resetting All Settings
Hi Marconius,
Before doing a restore, I would try resetting all settings in Settings> General> Transfer or Reset iPhone> Reset> Reset All Settings. If that doesn't resolve the issue, the next step would be to reset the phone completely (doing this with your computer is best) and set it up as a new device. You could try restoring from a backup, but it is possible that whatever issue is causing this would have been backed up too and would thus persist across a restore.

Any chance you have a running activity during a phone call?
Also…
Meant to say this above, but also, what about screen recognition? If that is running, you may want to disable that during a phone call.
