voice over locks up iphone 4 ios6

When I turned voice over on, it cannot be turned off. The screen does not scroll to the box to turn it off. How do I disable voice over

Can you use tripple click home to bring up the window that would allow you to turn it off? If all else fails, hold down the home button while pressing the power button. This will restart the phone.

Thanks for quick comeback pushing the home button 3 times did not, restarting the phone did not work. the problem is in settings, the screen will not scroll down to accessability screen and voice over. draging your finger down the screen does not go all the way to the bottom

It almost sounds like you are a new or infrequent Voiceover user. Try either flicking one finger to the right until vo says what you want, or place 3 fingers on the screen and slide them all up at once. This should scroll to the next page and show the option you are looking for. I recommend you then (once vo is off) go to settings > accessibility > tripple click home and set it to Voiceover or whichever option(s) you want, so you can have a quick toggle.
