upgrading devices and removing Apps from the App store

I understand that as of, September 7th, 2016, older applications for IOS devices will be removed from the app store.
While i have not seen any news about this, can anyone confirm or deny this roomer?
Also it looks like the App store will have some apps removed and cleaned up. I understand that this effects the IPhone models. So for instance, the IPhone 4s, 5s, 5c, and the 5SE.
If this also effects the IPod touch fifth generation units, what apps will be removed, for purposes of recovering things from an ICloud backup?

As I understand it, Apple will only remove older applications which is no longer updated and seemingly no longer supported by the applications own developers. So unless you are using some ancient application which haven't had a update from its developers in quite a while probably years, then you won't really be effected by this.
This will have no effect on older devices like the 4s or 5, it will only effect old outdated apps.

In my opinion this is a very good thing, it's like Apple emptying the trash. I can only imagine that there's a lot of old outdated stuff floting around on the app store.

This might mean that some older games such as Nebula might be at risk. I'm backing up now!
