I just upgraded to IOS 10 and I am running an iPhone 6s. I wanted to download and install the grand clock app off of the app store. These are the steps I followed:
1) Open the app store.

2) tap on the search tab.

3) tab on the search edit file located in the top left portion of the screen.

4) Enter in a app name such as grand clock.

5) Swipe or run your finger around the screen.

Result: Notice that there is an area on the screen that voice over reports as search results and that it is not possible to obtain any search results.

Expected Results: To be able to obtain search results while suing voice over.

I've found that if you are able to find the dismiss pop-up button in the app store, double tap it, it is located sometimes to the right of the search field, or sometimes at the top left of the screen, the search results will then appear. It is fiddly and buggy. I've got this to work after much tribulation in the app store, in the podcasts app and in I-tunes. Far from ideal, and couldn't get it to work easily. It isn't helped because BSI is so flaky currently whilst doing searches. I hope this helps. I'd love to know what they've done to the visual interface.

I can confirm this bug. A friend called apple accessibility and they got it to their engineers with in minutes. Hopefully us beta testers will be seeing an update.

I also notice that when you are in a keyboard field the keyboard will disappear. I have found that turnign on my bt device then showing my keyboard helps a lot.

My first thought was to try using iTunes to find the app. If that gets the same result, it might be the app store and not the firmware update.

When you search for an app, there should be a search button on the right coner of the screen, that usually fixes things. I had the same problem.

After further playing, I think the most reliable method to get around this for the moment is to just close and reopen the app store. Seems to work better than fiddling around trying to find that dismiss pop-up which is very difficult to locate most of the time. I've also encountered the disappearing keyboard. I'm sure most of you have discovered this for yourselves, but just in case, that's what I've found.
