Touch ID not working in App Store in iOS 13.3.1

I have set up touch ID in settings on my iPhone 8. I definitely turned it on for App Store purchases, but today I went to download an app and it asked for my password twice and touch ID was unavailable both times. The first time it asked for my password it said something to the effect that I needed to enter my password to use new fingerprints on this iPhone which I have already done. The second time it prompted me for my password it said that I needed to enter my password to get the app for free.No password auto fill, and touch ID still didn't work. Touch ID was also unavailable when I downloaded another app this past Friday. am I doing something wrong, or is this another bug in 13.3.1?
