tips about shortcuts getting in the way of apps

I'm writing this on behalf of a friend who is going through this problem where at random times, whenever they'd bring up an app, part of the screen gets covered with a 3d stack of tips pertaining to Shortcuts, and we're trying to figure out how to stop this from happening. It seems like the only way this 3d stack gets killed off for a time is to power the iPhone down. He's using an iPhone SE2, with iOS16.4, and yes, he is a voiceover user. I've never seen this issue before. But he's had this problem with this 3d stack having to do with shortcuts coming up I'd say from even before updating to 16, late last year. Has anyone else encountered this issue, and how does one stop this from occuring?
