strange situation?

Hello am writing to explain a situation that a friend of mine is caught in. They are thinking of getting one of the new IPhones, but are currently running the IOS 9.1 "Public" beta. They want to know, since the new IPhone will be running IOS 9, what would happen if they tried to restore tfrom an Icloud backup, and that new device would not enrolled in the public beta program?

I suspect its not possible to restore the phone which is already running a newer version of iOs. so premade iTunes backup, even earlier iCloud backup or a complete new setup will help here. Maybe a workaround would be to install iOs 9 on the current iPhone, back it up, and then restore the new one of the new backup. But its maybe.

If your friend is getting a new phone loaded with IOS 9 installed they would still be able to Beta test IOS 9.1. When you become a beta tester it asks for your devices IMEI number. When the new phone is purchased and set up the number would appear in the about section of the phone. The person who has the developer account would have to change the IMEI number in their developer account to reflect the new phone they have purchased. Then they can perceed with installing the beta to their phone.
