Split View using voiceover

Multitasking on iOS 11 has changed, and I can’t figure out how to use the Split View and Slide Over features on iPad Pro, with voiceover enabled. Does anyone know how it works?

There's some information in the blog post on here about what's new in ios11 but here are the basics.

Activate the dock by doing a two finger swipe at the bottom of the screen. Find the app you want then flick up and down with one finger to tell it if you want the app on the left or right or floating. Keeping in mind I'm very new to this, but I don't think you can add an app from anywhere but the dock. You can fit more apps in it now, though, and if you get really desperate you can put folders there. I'm still doing a lot of experimenting, though.

I have allow multiple apps turned on in Settings. I have the Safari app open and want to have the Pages app as a split screen. I used two-finger swipe up from the bottom of the screen to access the doc, then used a swipe down on the Pages app. However, I no longer have the option of "Pin on Left" or "Pin on Right"; I only have the option of "open side app" which makes the second app a floating app.
