I recently downloaded Speech Central to give it a try. As a VoiceOver user, I thought we had access to all features? I've noticed on the extras tab there is a button labelled Log In To Websites and it is dimmed. What does this button do, and how are additional features accessed?

That is correct, VoiceOver users have access to all features.
This is used so that you can log in to the websites that don't work without log in - it could be that they are behind the paywall or in some other way limited to general public (e.g. university material).
If you have any items from the internet in the Books & Articles or Headlines (or at least you have tried to add and you had the error), their websites will appear here.

I forgot to mention that it was made this way to pass some Apple rules.
If you could browse to any web site to log in, Apple would consider that the app needs to be marked as 17+.
