something wrong with rotor actions in music app?

Hi all,
Is there something wrong with the rotor when it comes to moving songs around in a playlist? I was putting together a playlist yesterday and had to remove several items, then move one to the end. When I finally found the item in the list that needed to be moved, I swiped down with one finger to go through the actions until I heard "drag item" which I double tapped on. Now I have two different options, drop onto item and cancel drag. When I activate drop onto item, the drag seems to be canceled without any action being taken. There's also another option in the rotor actions that says "arrow down circle," which I interpret as moving the item in question down one spot in the list, but that does nothing. Is there something wrong here?
