Simple select option causes VoiceOver focus to jump to the top of the page

First time post and not sure whether this should be reported as a bug elsewhere but on iOS9 Safari simply selecting an option can cause the VoiceOver focus to jump to the button at the top of the page. Is this a surprise to anybody or is VoiceOver focus setting just plain buggy?
