serious bug in Amazon Alexa app aggravates pre-existing accessibility issues

I am running iOS 13.3.1 on an iPhone 8. I have the latest version of the Amazon Alexa app. this bug occurs in the routines section of the app. I created a routine that turns a smart plug on, waits a certain amount of time, then turns the smart plug off. after I put all three of the actions into the routine, I went back and checked the routine, only to find that the actions were now in alphabetical order and I had to re-order them. The problem with that is that the re-order button is not fully accessible with voiceover. The latest version of the app made it a little bit more accessible but it is still a long way from being fully accessible. There is no actions rotor in the app, which means I have to double tap and hold to re-order which is very difficult. I did some experimentation, and it seems that the bug only occurs if you add an action higher in the alphabet such as play sound or wait. This means that making complex routines that have more than 4 or 5 actions is physically impossible if you are totally blind and using Voiceover in iOS. The bug also occurred in iOS 12.4.1 using a previous version of the Amazon Alexa app. I called the accessibility department at Amazon and made them aware of the issues. have any of you had these issues, and if so, are there any workarounds?
