I have paperwork that I wish to scan independently. This is not for OCR scanning that one would do when simply wanting to read the text. However, as I do not want anyone to read what has been scanned, how can I also read what has just been scanned in the original format? For example, using the iPhone's camera, via the notes app. When I scan documents this way, voiceOver does not read them. They appear to be those inaccessible pdf documents. In other words I want to scan documents that I wish to keep such as old medical letters or documents that I need to email, but do not wish to have a sighted reader confirm what has been scanned. With OCR documents cannot be sent as the text is not always accurate. At least with the original scanning method, all text is preserved. I hope this makes sense and thanks in advance.

On my iPhone,
VoiceOver does read the scanned PDF from the Notes app. I think it's because I have screen recognition turned on for most apps. But if that isn't working for you, and you have Seeing AI, you should be able to select recognize with Seeing AI in the share option of the Notes app.
Scanning and storage.
What I use is a device from Optelec called the ClearReader plus. It takes a picture of the document, reads it, and you can save it on a SD card or thumb drive. For me, much easier than an iOS app especially when dealing with personal documents. It is so easy for reading mail.

i think the op really wants is to have a perfect image of the original document. knowing the content of the text is simply a backdoor way of confirming the perfection of the image.
my experience is the backdoor method doesn't work. even all the text is correct, one may still missing a cornor; and how does one know it's the entire text when one can't see it anyway?
i can take a picture of a document near perfect most of the time, but i still have embarrassing miss sometimes.
if you want a perfect scan every time, the best way is to use a color scanner. color is very important, many places don't accept grayscale/black-and-white scan any more.
