Use iTunes to uninstall apps. Connect your device to the computer, and in iTunes, click on it under the devices section in the sources pane. Tab to the Apps section. You can go through the list of apps and uncheck the ones you want to remove. The app will still be in your iTunes library. After you sync your device, it will be gone from the device. If you wish to attempt to reinstall it, go back to that list of apps, and check the one to be reinstalled. When you sync, it will be installed on the device.
If you think you had a problem downloading the app from the iTunes store, you can go to Apps in the iTunes program's sources pane, and delete it. Then you can go to the store and redownload it. At least I think you can still do this without incurring a re-charge for the re-download.
You can uninstall apps right from the device:
1. Find the app you wish to uninstall.
2. Double tap and hold until you hear a quick series of rising tones and VoiceOver says you are moving the app.
3. Double tap to delete the app, then double tap again as prompted to confirm.
