Question on "Screen Recognition" in rotor

In iOS 14 I noticed a new rotor option appearing when cycling through the rotor options with VoiceOver.

When on an app or folder in the Home screen I have "Screen Recognition". Flicking up/down doesn't do anything as with most other options in the rotor. I would have expected options for turning this feature on or off.

I did select to turn on Screen recognition in the Settings, but what is this option in the rotor for and how should it be used?

I have an iPhone 8 plus, and there are no screen recognition options anywhere. It is my understanding that this feature doesn't work on older phones, but in apps like Diceworld and Facebook, VO seems to be trying to recognize stuff, and it's more of an annoyance than anything. I hope that there will be an option for turning this feature off at some point, especially for those of us who can't even take advantage of it. I've looked through all VO settings and all Roter settings, but there's nothing there. If I'm just missing something, could someone please let me know?

I've noticed that turning it off or on for certain apps is not working accurately for me. Even though it's not on for facebook and I open facebook, it turn on, even if I use the rotor to turn it off. Same for other apps such as downcast. When I turn it off, it jumps to a part of the app as if I was double tapping. I turned it off altogether. What am I doing wrong?

I have an iPhone XR. Although I see this screen recognition option in the rotor, I don't see any way of turning it on/off from the rotor. When I flick up/down with this option present in the rotor I don't get any on/off options or any options at all for that matter. I flick up/down and just hear "Screen Recognition", as if there are no options available.
