A friend who uses an iPhone 8 with typing set to direct touch is having difficulties when making calls to companies where options are required to be selected. If she has to select a number one, the number will be spoken but will not be entered. Any suggestions as to why this might be?

For me, this is an intermittent bug. Plenty of times the numbers on the screen number pad will emit the tone when selected during a call. Because it is intermittent, it is nearly impossible to report--they will want a screen recording of the issue.
I use the numbers on a bluetooth keyboard as often as I can to enter selections on phone menus. So far, the bug has not happened with the keyboard. However, Voice Over will speak the numbers you enter, all of them, every time you select a new number, and this will become distracting. You can two-finger-tap the screen to shut it up, or hit the delete on your keyboard after each entry.
