Line navigation is one of the settings I have selected to be on my rotor and I just opened a text document. It is in the rotor and it is working with up and down flicks.
What kind of documents are you trying to read?
I failed to mention that the problem only exists on my iPad. Dropbox on my iPhone works as expected. I have identical documents on both devices. They are in .docx format. I checked and I do have line selected as one of my rotor choices. Thanks.

Ya, I'm using an iPhone. I would say that sounds like a bug in the Dropbox for iPad app.
Hope someone else with an iPad can check for you.
