Problem with VoiceOver Voices on new iPhone XS

Hello all,
I just purchased a iPhone 10S yesterday. I am having a big issue with Voiceover. After doing a restore from an iCloud backup I noticed a lot of my voices are not working. Alex is showing up as being downloaded yet I cannot use it. When I chose to speack a sample of Alex it says starting download and it never downloads. So I thought I would try out Tom. When I went to Tom it also shows up as having downloaded it. Yet when I select him and try to speak a sample Samantha starts speaking instead. These are voices I had downloaded on the phone I was using previously. Is anyone else seeing this and what might I try to do to fix the issue?

It might help if you try to delete the voice and then try to redownload (even though the voice is missing apparently)

I had the same problem when I restored mine this Summer, after some wasted time I just rebooted it and the voices worked fine

Hello,
I ended up having to delete Tom, even though the voice was not actually on my system. Once I did I was able to re-download him. The odd thing is that once I re-downloaded Tom I got the download button for Alex and was able to re-download the voice.

I'm having this same problem on an iPad after updating to ios 12. I already tried rebooting but it didn't help. How can I delete downloaded voices in order to try that solution?
