Problem with VoiceOver voices after updating to iOS 13.2

ever since I updated to the new iOS update that came out today when it was done updating I got back the compact Samantha. when I tried to down load Ava I could not find the down load button

I had it happen when I 1st updated 2 ipad-os. I'm planning 2 update today. Hope it doesn't happen 1 me.

Press and release volume up, press and release volume down, press and hold power up until you get the Apple logo. got exactly the same thing but the problem is fixed now.

I had the same problem initially after my device booted back up from the OTA update, but it was temporary and last for not long at all. Good thing I got my Siri Female US voice working again.
But one funny thing, the Siri Female US voice couldn't pronounce certain things right after the update, as I pointed out in AppleVis's iOS 13.2 release post, it couldn't say something like 13.2 correctly, instead it's saying it as dot 2 or something like that. Also, the way it pronounce both iPad and iPod is funny as well, they sound more like iPaded and iPoded, something along that line. You can give it a listen yourself by using the voice and see if you can reproduce this behavior.
