Possible bug in app store, can't add reviews

I'm running iOS 9.2.1 on an iPhone 5s. It's been a while since I reviewed an app and, after getting rebuffed completely by a developer who didn't want to improve access, I figured it's time to appreciate the ones who do it right. Except I can't. I remember there being something less than intuitive about how to do it, but what is happening now is I choose my rating, type the title of the review, and then whatever I do to try to find the field where to put the actual review, I jump back to the previous screen where customer reviews are displayed. I've tried right and left flicks, and even just touching the screen in hopes I can find it by location on-screen, and even just the touch jumps me back. I've tried it using my bluetooth keyboard and I tried it with the keyboard turned off. What do other people find?

I can reproduce this bug every time. Did you report it yet?

The reason I could not report this earlier is because I was using the public betas and you could not rate apps using the public betas. I'm thinking apple still has this flag on ios some how.

App store has issues for worldwide users, maybe once that's fifxed this will be too.

I contacted the Apple Accessibility team on this, and they confirm this is a bug. If anyone hasn't reported this to Apple Accessibility, please do so. Thanks.

The outage was yesterday, and no this will not fix the issue. I've been having this issue since I left the beta program 3 weeks ago. I think this might be a flag issue or what not.

I tried submitting a review/rating to the App Store awhile back and the process seemed to go pretty smoothly. However, I got side-tracked by a knock at my front door and wasn't able to finish. But a few neighbors have suggested I submit stuff to the App Store, so sometime when I have more free time I will try and do that.
