Below is my email to Apple regarding possible minor overhaul to the way we use and interact with playback slider.

Already a way to do this
There is already a way to do this. When the VoiceOver cursor is on the playback slider (usually called the seek slider or seek bar), double-tap and then immediately flick up or down. You must flick very quickly after double-tapping.
Jumping through hoops
This is called jumping through hoops. Doesn't work for me anyway.
Rotor option?
Good idea. I have always found the play backslider very finicky. How about a rotor option that only appears when you are on a slider control? The rotor option could determine the resolution of the increment it skips ahead or backward.

rotor option is a brilliantly simple idea. I shall supplement my email to Apple. I hope other VO users will right them too.
I'm old-fashioned
I just double-tap hold then drag the little beasty where I want it.
