When I got it a long time ago, it was accessible. That was over well I am not telling you. I imagine that it has not change regarding accessibility. Regarding descriptive videos no idea.
Last time I tried to use the PBS app a couple of months ago, the video player was not at all accessible with VoiceOver. I was not able to swipe to any of the playback elements to: play/pause, rewind, fast forward, etc. Hopefully the accessibility has improved since then, but I was unable to control videos and ended up deleting the app. Unless you have time to listen to an entire video, this is very inconvenient. If that experience has since changed definitely let us know.
