I am looking for a password manager that will work on iOS and on Windows. Anyone have any suggestions? I am using Windows8.1 with both JAWS16 and NVDA 2015.1.
I use Keepass and find it accessible on both Windows and iOS. (Note there's just 1 p in the name.) The iOS app is called Minikeepass. If you put the Keepass database file in Dropbox, you can access it from both Windows and iOS. Last I checked, these are free apps.

I use LastPass on iOS and windows, both 7 and 8, and Firefox. It is accessible and fairly easy to use if you don't mind paying the $12.

The 1password site also
The 1password site also reports that it will run on windows, mac and IOS.
I have to check with then wether a portable version is provided to allow you to access your stuff in different machines.
