Page Loading Feedback for Third-Party Browsers

Navigate to VoiceOver's audio settings and you find a bunch of options to toggle sounds and haptics while a page is loading and when loading completes.

1. These should be moved to the verbosity section and we should also be able to have spoken feedback for these events.
2. These settings should apply to third-party browsers as well.
3. Either we should have a similar option for Mail sync, or these settings should also apply to Mail. It is disappointing that VoiceOver does nothing to indicate that mail sync is in progress or completed. This is also the case for any progress bar whose status VoiceOver does not announce well enough. You navigate around the screen and hear some strange thing like "Progress haulted" and this is confusing. I can't figure out whether whatever in progress was completed or stopped due to some error or problem.

Since the relevant options are already named "Item Loading" and "Item Loaded" instead of "Page Loading" and "Page Loading", it shouldn't be so difficult to make them work for not only Safari pages but more similar things, including pages opened in other web browsers.
